Recently had a similar problem with regard NAV
Liveupdate , although this was I think my fault. Recieved
the following from Symantec online help after mailing
them my concerns. I would recommend it , as you can see
the response was quite detailed and specific to the
problem.

Open Norton AntiVirus (NAV) and look at the virus
definitions line. If the date
is earlier than the date of the current LiveUpdate virus
definitions, please run
LiveUpdate to get the current virus definitions.
If LiveUpdate appears to successfully download and
install virus definitions but
the date does not change then there is more than one
solution to troubleshoot
this issue. Please follow the instructions in the
document provided below:
Title: 'Virus definitions date does not change after
running LiveUpdate'

If LiveUpdate reports that all products are up-to-date
without downloading
anything, then run LiveUpdate once more. Look at
the 'Welcome to LiveUpdate'
screen. If Norton AntiVirus and Norton AntiVirus Virus
Definitions are not
listed, please see the following document:
Title: 'LiveUpdate does not display a complete list of
products'

If virus definitions are listed as a product to be
updated, and if your virus
definitions are still out of date then please try the
following fixes to resolve
the issue:
1. Verify that the computer's clock is set to the correct
day, month, and year.
2. Run LiveUpdate.
3. Revert to previous virus definitions.
4. Be sure that the virus definition files are not read-
only. If these files are
read-only, then the definitions cannot be updated.
Please refer to the following document from our Online
Knowledge Base that will
assist you in the process:

definitions, but LiveUpdate
indicates that no update is necessary'
