While this is probably overkill in your situation, I seem to remember group
policies or IntelliMirror settings in Windows 2000 that allow you to specify
certain times of the day and days of the week that specific applications can
be run at all.
I'd also think that group policies could help you out. For example, if you
create a group called "Teens" and put your teens in that group, then you
could restrict them to software they need for school work (for example).
Then, when you get home, you could sign them into a different account with
"reward" privileges to play games and browse the net. Or you could add your
kids to a different group when you get home. With some VB, you could
probably even script it to happen at a certain time - or even create a
simple admin page that you could hit from a mobile phone and "Unlock" gaming
privileges remotely.
There are some parental controls in IE - if that's what you're after.
Tools > Internet Options > Content (Tab) > Content Advisor
Or you could get some third party software such as NetNanny - depending on
what type of activity you're trying to prevent.
One word of warning though, my father attempted to restrict computer access
when I was a teen. He failed.
I spent what little PC time I had hooking up with people that could help me
to circumvent whatever protections my father put in place. At one point, he
even threatened to buy software to restrict my computer usage. I was honest
and told him that it'd probably take me a week to defeat it. He never
called my bluff.
He started with a physical lock, but the keys were standard and it took only
a few days to get a spare set from a friend.
Next, he tried taking the power cord to work with him, but those are also
cheap - and I had one soon after he started that.
Finally he resorted to putting the tower in the trunk of his car every
morning. That was effective, but he soon tired of that approach.
