Kay,
What makes you think this is coming from an outside source? Is it
possible that one of the "multiple" users on that machine is making
changes? Perhaps they get a hold of the admin password? Do you have
virus protection installed and updated? Are you using broadband? Any
wireless? As for deleting the user account, you must be logged on as
admin to remove an account. Also, try just changing the password on
that account. More info please.
