Have someone spying on me

Have multiple users on home computer. One user screen is
accessable but changed. The desktop picture is gone.
Seems to be in control by and outside source that's
monitoring activities and usage. Tried deleting the user
account but wont allow me to do this. Referred me to a
sight to remove remote users. Not sure if it was legit.
Also changed that account to a limited user but still
wont be removed.

Please advise on how to remove.
