You will need to upgrade to Windows 2000 or XP and use ntfs files system where you
can assign permissions to folders. Keep in mind that any local administrator can gain
access to files that they do not have permissions to by taking ownership first and
then giving themselves permissions. You may be able to use file encryption on Windows
98 with a third party encryption program. However encryption programs have their own
risks, including locking out the intended user if you do not backup your encryption
"keys". See the link below for free programs to try BUT be sure to read all the
included documentation and help files first and test it out thoroughly with test
files first making sure you can encrypt the files. --- Steve
