Well, since the code author decided (to forget) to add the versioning
information to their file, that already makes it suspect, but unfortunately
lots of programmers are forgetful, especially on small files. I'd next try
to look inside the file to see if there are any recognizable text strings.
Use FileSnoop, a hex editor, or even Notepad might work. Besides seeing if
you can find text strings to identify who made the file, look for text
strings that look like error or info messages to indicate what that file
might be used for.

Otherwise, leave it disabled as shown in msconfig.exe and also rename the
file, say, from msystem.exe to msystem.exx so it nor anything else could
load that program. Leave a sticky note on your monitor to move or delete it
after a couple months if you don't notice any of your applications are
failing (and if they do, rename the file back to an .exe, and if the
application then works then you've nailed the culprit application).
