outlook express

I have outlook express 6.0 running on windows 98. many of
my e-mail messages that have attachments I receive a
message when I try to open them that outlook express has
removed the attachments preventing them from being opened
because they are unsafe.......however I know that they are
safe. how can I change this to quit doing this? any help
would be appreciated thank you..........
