hijacked dialup?

Windows Me itself or Windows Explorer might be dialing.
However it could be any other program as well.

Clean your PC by running a good AV with latest data. Then
Download and install free ZoneAlarm firewall from Zone
Labs. This firewall program prompts you and tells you
which program is connecting to Internet and seeks
permission to allow it to connect or not. This way you
will know which program tries to connect.

Even on dialup, I recommend firewall if you are remaining
online for prolonged periods. Just a safety precaution and
useful too, looking at the entry attempts stats.
