hijacked dialup?

When I start/restart my winMe pc, something tries to dial
out. I have connection set to ask to connect. I usually
cacel the operation, and whatever it is does not try
again. What I want to know is HOW do I find out what app.
is responsible. Nothing shows in Task Manager
before/during /after the event.

Any help will be appreciated, Richard the Paranoid
