Assuming you are using a NIC (network interface card) to connect to a LAN
(which goes to your ISP):

Internet Options -> Connections -> LAN Settings
Any proxy settings there? If so, click on Advanced and check the proxy
settings for [HTTP] Secure.

Internet Options -> Advanced
Under the Security section at the bottom of the list of options, is SSL
enabled (i.e., checked)?

Got a firewall (whether software or in a router)? Is it blocking port 443
(HTTPS)?
