It makes NO difference whether somebody is a USA user, and has not since January 2000 when the new US export regulations came into effect.

If you are a USA user, you should have SP1 and about 10 (ten) of the Q files
listed. You do have IE6 with the first Service Pack, that's the SP1 that is
listed.
