NTFS File Permissions

The way Windows sets the permissions are a pain in the
*** :/.
How do I reset all the file permissions on a drive so that
I have *complete* access to every single file, folder, etc.
I've also noticed that zip files which are transferred
from one computer to another, are sometimes 'password
protected' even if the previous user set no password on it.
Is this another instance of file permissions? If so, I
remember an article about overwriting a particular files
permission settings. Anyone remember how?
I've tried taking ownership of files etc, but none of
those things work.
I've also noticed that my administrator account does not
have the "Special Permissions" toggle box checked, and
appears to be some sort of inherited permission.
How do I enable the "special permissions" toggle box?
Examples:
Bob has sent Mary a zip file entitled helpme.zip.
Mary attempts to open the zipfile 'helpme.zip' but is
unsuccessful due to a "password lock".
Mary asks Bob about the file, but Bob says he placed no
password on the zip file.
Bob can access the file fine on *his* computer, but is
unable to do so on Mary's.
