The way to fix dragged files or shortcuts in a folder is the following:

0) Disable simple file sharing
1) Right-click the folder in question and select the security tab
2) Click the Advanced button
3) Check the box labeled "replace permission entries on all child
objects with entries shown here that apply to child objects"
4) Apply and answer "Yes" to the warning

Now all the contents of that folder will inherit permissions.
