OE removed access to unsafe attachments in mail

I read Tedd's reply to Val. I am experiencing the same
problem. I did not check the box to stop OE removed access
to unsafe attachments in mail. Is this something that MS
did? When did MS start this removal thing? Within the last
week i have noticed it on in my mail. Thank You.
