Please Help

I keep trying to install the Microsoft 823980 patch
(dealing with the RCC, or something like that). However,
every time I try to open it, it lets me accept the user's
agreement and then it just stops executing the patch.
Therefore, I keep getting the message that computer is
going to shut-down in 50-60 seconds. Can anyone please
help me? It has done this about 20 times. Thanks, in
advance, for any help anyone can offer.
