Windows 98SE simply isn't designed for this sort of security, I'm afraid.
If your bios allows you to set a boot password, this can be of some
use--although with access to the hardware, it isn't foolproof.
Otherwise, you need to look at third-party solutions for this kind of
functionality--and I don't have a good list of this sort of thing I'm
afraid.
