Unable to access secure sites

I get the same message as SAL,posted,"unable to access
this page. I have tried Dell and they cannot fix it. When
I called my bank, and she had her computer and asked me to
go to Security and turn on COOKIES. She had Cookies as a
choice to ckeck or uncheck but I am missing this in the
Microsoft Internet Explorer area. I don't know what
happened to them but this is what I need to enter secure
sites.
Any suggestions?
