activeX control issues related to CA

After installing CA on my server, I proceeded to get a certificate
from a clinet machine on the domain. I was logged on as an ordinary
user on the system (windows 2k pro). However, when i tried to send the
request to the server I got an error in downloading activeX controls.
contact your system administrator.
  In another case, there was information screen saying downloading
activex controls which never completed...
  Any solutions??? please help.
