Secure messaging

I'm trying to find a secure in-house messaging program for
the teachers in a local school. I've never used Net
Meeting or Windows Messenger service, preferring to keep
to e-mail. I've blocked all ICQ and other third party
traffic at the ISA server so these won't work without the
Internet access.
I've been looking into Net Meeting. Am I correct in
understanding that the Microsoft Internet Directory is a
directory that Microsoft keeps on one of THEIR servers or
is this a local cache of names kept on our LAN?
Windows Messinger looks as if it's designed to compete
with ICQ and, if so, does it require all messages to pass
to the Internet before returning to a local destination on
our LAN? Is it possible for either of these to run
completely independent of Internet access?
