AD is not dependent on NetBIOS. You must keep NetBIOS enabled until you
have upgraded or removed all pre-windows 2000 clients from your domain.
There should be documentation on this in www.google.com and in various books
on the subject.

There is also an Active Directory client you can download and install onto
downlevel clients, not sure how exactly that changes the requirement for
NetBIOS on downlevel clients.
