Fake Security Messages

I have been swamped for the past several months with fake
messages from "MS Security" with attachments that are
allegedly patches to improve my security. I delete them
and then go to the deleted folder and delete tham again.
But why can't Microsoft find and prosecute these people
and why hasn't Microsoft asked the public to help them by
send inforation on these messages? Is there nothing that
can be done??
