Sounds like something was corrupt anyway - which would not be unusual in
Windows 98.
Try to download and re-install the update. If it does not offer the update,
then either it has installed or gone really bad and cannot tell it needs to
be updated.
Windows 98, despite all of its supporters, is not secure and won't be made
secure by the updates for the most part, so even if you are missing a few,
you probably aren't in any more danger without them than with them.
Consider updating to a more secure and stable operating system if you can.
Otherwise, retry the update, maintain the machine as well as possible
(considering the OS soon will not be supported any longer anyway) and keep
your antivirus updated, remove any any and all spyware/adware often and
consider getting a firewall to at least protect it somewhat.
