Continually reported "critical update"

I keep getting a "critical update available" message on my
Win-98 system (Update ID: #823559). It is the only one
listed, as I keep my system updated each time I'm
triggered by a new critical update notification. I
installed it a few days ago, and then (I think) one more
time. On this last occasion, I wrote down the number in
case my suspicions were true that I was getting notified
repeatedly. The notification came up today again.

Is anyone else having this problem? Is there "somewhere"
at Microsoft to which I can send an email? I've looked
around the microsoft.com website, and didn't find anywhere
to report problems (just improvement suggestions, etc.).

Any suggestions/help would be appreciated.
