internet access allowed without password

my teens show me that they can enter a false password into
my msn account and then connect to the internet...the msn
window doesn't open, but the dialup connect is made and
they can access thru explorer or whatever im port they
have..I have been told it's a windows glitch..I have
ME..anyone know how to make the password work like it's
supposed to?
