  Bill & Gary-I have the same problem with 823559. I have
contacted MS Tech Support about it and have an open case
currently. My conclusion, not yet verified by MS, is that
it is a faulty patch. Until I hear differently, here is a
solution posted by John on the windowsupdate newsgroup:

I've figured out how to install the patch on Windows XP.
After doing
this, Windows Update no longer keeps asking for this patch
to be
installed. I'm not a software professional, so I can't
guarantee what I
did is 100% correct, but I think it makes sense.

If you look at my previous message, I had found that the
patch had
installed the updated version of msconv97.dll in the
directory
C:\Program Files\Common Files\Microsoft Shared\textconv
but it had not
installed the updated version of html32.cnv anywhere.

When I ran the patch file locally, not using Windows
Update, I noticed
that it created a temporary directory which was deleted as
soon as the
installation was complete. I figured the updated files
were temporarily
placed in that directory. I opened an explorer window and
ran the patch
again. Sure enough, it created a directory with a name
consisting of a
long string of alphanumeric characters, and in that
directory were the
updated versions of msconv97.dll and html32.cnv. While the
patch was
running, I copied those 2 files to another directory. When
the patch
finished running, the temporary directory disappeared, but
I still had
my 2 copied files.

The only place the patch had copied msconv97.dll was to
C:\Program Files\Common Files\Microsoft Shared\textconv so
I copied
html32.cnv to that same directory. Now, when I run Windows
Update, it no
longer asks for 823559 to be installed again.

Since my system had been upgraded from Windows 98 SE to
Windows XP, I
still had older versions of the files in the
C:\Windows\System32\ and
C:\Windows\VCM\ directories. Thinking that it probably is
a bad idea to
have multiple versions of the same file present, I renamed
them,
changing their suffixes to .old, and then copied the new
files to those
directories.
