If these updates are being emailed to you, then these are viruses and should
not be installed.
There are a lot of things besides patches that could be making your computer
slower over time, such as hard drive defragmentation, viruses, low disk
space, more programs installed and running in the background, etc. Some
people do feel that Windows 2000 Service Pack 4 and/or one or more of the
patches contained in it may be slowing down their computers, and they might
be right. Some patches do seem to cause performance problems under some
conditions, but many of those patches are fixed and quietly re-released as
soon as possible.
Critical updates really should be installed asap, but other people put off
non-critical updates until after the next Service Pack for Windows has been
released and has been out for 6 months or so to work out any bugs.
