cannot access secure sites

I am connected to the internet through an 8 port netgear router. None
of us can access secure sites. ive called tech support and all they told
me was to enable enebled port 443 within the router and still nothing.
i have enabled ssl 2.0 and ssl 3.0 but for some reason pct 1.0 is
missing from the security options in internet explorer. Occasionally
secure sites will work but only momentarily and very slow. It seems to
be random and makes no sense. Netscape navigatior is also the same. Im
running win xp. Please help me
