Cypher Strength: 0-bit

After installing IE 6 SP1 on my Windows 98 SE system I've
found that I cannot log in at certain websites--Hotmail,
for example--and I presume this is due to the subject of
this post: my ciper strength reads as being 0-bit. I
think the websites I'm unable to reach require encryption.

I browsed the Microsoft site for help and thought I had
found exactly what I needed: Microsoft Knowledge Base
Article 261328, "Cipher Strength Appears as 0-Bit in
Internet Explorer", which has this to say in regards to my
configuration:

"SYMPTOMS
In Microsoft Internet Explorer, you may experience the
following behaviors:
When you click About Internet Explorer on the Help menu,
the Cipher Strength value is 0-bit.
-and-
You cannot connect to and view Web pages on secure Web
sites."
----------------------

Those are certainly my symptoms! Further, the article
says:

"CAUSE
This behavior can occur if the Schannel.dll, Rsabase.dll,
or Rsaenh.dll files are missing, damaged, or of the
incorrect version."
----------------------

I'm not proficient enough to know if that is the root of
my problem or not, but assuming it is, I read the
suggested resolution which begins:

"Method 2: Microsoft Windows 95, Microsoft Windows 98,
Microsoft Windows 98 Second Edition

1. Click Start, point to Settings, click Folder Options,
and then click the View tab.
 
2. In the Advanced settings box, click Show all files,
click to clear the Hide file extensions for known file
types check box (if it is selected), and then click OK.

3. Start Windows Explorer, and then browse to the
drive:\Windows\System folder, where drive is the drive on
which Windows is installed.

4. Rename the Schannel.dll, Rsabase.dll, and Rsaenh.dll
files (if present) by using the .old extension. To do so:
        a. Right-click the Schannel.dll file, and then
click Rename.
        b. Type schannel.old, and then press ENTER
        c. Repeat steps 2a through 2b to rename the
Rsabase.dll and Rsaenh.dll files to Rsabase.old and
Rsaenh.old."
----------------------

Step 4 is where I have hit a serious snag. There is no
Schannel.dll file on my *entire* system. The Rsa files
are there, but not the Schannel.dll file. Furthermore,
each time I try to rename the Rsabase.dll file my system
refuses to comply, saying, "The specified file is being
used by Windows."

I'd welcome any help here. I'd ask that it be sent to my
e-mail address, but since it's a Hotmail address I could
not access it anyway.
