Can I stop users from installing software???

I'm the company IT guy by defalt! I've been asked If I can
restrict users from loading software on their win 98SE PCs.
We want the employees to NOT be able to download and
install AIM, Weatherbug, desktops,etc. etc...

Can this be done in 98se ??? If so how???
