"the worm" patch

HELP...
I tried to download the patch for my XP. I got an error
message stating; "Setup could not verify the integrity of
the file update.inf. Make sure the cryptographic service
is running on this computer". What is it and how do I
make sure it is running?

Also when I tried to download all new updates from the
microsoft security menu, I received this message; "The
software you are installing has not passed Window logo
testing to verify its compatibility with Windows XP.
This software will not be installed. Contact your
systems administrator". My "systems administrator"
doesn't exits except in Microsoft "nowhere land or should
I say dream land". It would be easier to talk directly
with the president of the US than to a microsoft tech.
