At what point in the export process do you get this error? Has the save-as
dialog displayed and you get it when hitting the OK button?
Do you seem to have proper rights to save any other type of file to your
target location/media? eg, does saving a notepad file seem to work ok?
The idea is trying to see whether the issue is when reading the data from
the ipsec storage (ie registry), or whether it's writing it out. My
assumption is that it is a write issue since you seem to have adequate privs
to create the policy and view it in the first place.
