getting 128 browser power

I upgraded my explorer from 5.0 to 6.0. After that I could
no longer contact secure site, such as my bank and broker
accounts. each time I tried I see"this page cannot be
opened " or words to that effect.
In checking I noted that my cipher strength showed 0-bit
after the upgrade to 6.0. I know that I must have 128 bit
encription to open these accounts, and my5.0 apparently
had it.
I then went to microsoft and had them scan my system for
upgrade of the internet 6 service pack.They reported that
I had the latest versions . Their scan apparently did not
pick up that I do not have 128bit but 0-bit still.
I then downloaded the Int 6 service pack 1 (SPI). After
download and restart I still only have 0-bit strength and
cannot contact my bank or broker accounts on line. How can
I get the 128 bit installed or go back to my 0.5 which had
128 strength?
