Security cookie Privacy Block All Cookies!

With sun java installed and just enough enabled to be able
to logon to passport, with privacy block all cookies set
still some sites manage to use sun java to set a cookie. I
am useing
[Java Standard Edition 1.3.1_08]
[Default Virtual Machine Version 1.3.1-b03
[ Windows Family: Microsoft Windows 98 SE
[Version Number: 4.10 (Build 2222)
Ok with cookies disabled java disabled in browser
security set on medium. Java lets web site set a cookie. I
tryed to block the cookie with a firewall nothing seams to
stop the cookies. I would like to know how this can be
blocked? To see what I am talking about try this, with
iexplorer 6 [win98SE] turn off cookies set the security
medium the highest Java seams to work. Open this page
http://news.bbc.co.uk/2/hi/health/3094853.stm the java
console will popup , if set will show ...

set a cookie even with cookies disabled. What they are
doing is not at all legal and they are useing sun java as
a tool to set the cookie. And bypassing windows security
someway All I would like to do is stop this when I have
cookies disable I would like them to stay disabled till I
