AFAIK - all computers in the workgroup will try to announce themselves as
the master browser, and one wins. It's just timing. Not just servers, but
also all workstations (including W9x if it has file/printer sharing
enabled).
Workgroups are pretty inefficient in this and other ways. Use a domain model
and this all becomes a lot easier....DNS, and if you use WINS for downlevel
clients, you don't get all that nasty broadcast traffic.
This question would be better addressed to a networking group, fyi.
