Unknown registration request - virus?

Isn't it unusual for a program to prompt for registration
out-of-the-blue without even being run? I mean that's
what made me suspicious in the first place, otherwise I'd
just have thought it was something that had come pre-
installed and I'd never got round to using. I've checked
what's loading on startup, and there's nothing 'obvious'.
I'm running Windows XP, and using Norton.
