Answer:
These are two separate issues, but are simple to fix. The first problem
(with OE,) is extremely common. It is not a bug, but a feature MS
released in a patch.

Tools | Options | Security|
And uncheck "Do not allow attachment ...", but be aware of
the security implications of this unsafe procedure.

---- For the second problem, well, it's not a problem. When someone sends you a file on MSN, you get a message saying something like 'This file has been saved to 'My Documents', it is recommended that you scan it with an Anti-V scanner.' If you look at the wording of the actual message, it does not say that the file is virus infected. It simply recommends scanning them. As for you not being able to access them, that's different. Can you simply click the link provided to the file? If not, look for 'My received files' folder in your 'My Documents' folder. It may be that your virus scanner has quarantined the file because it came via the internet. Some do this despite not finding a virus.
