Desktop file named ~ keeps re-creating itself

There is a file that is labeled ~ that keeps re-creating
itself on my desktop. When I try to open it, the pop-up
message says it cannot be opened without knowing which
program created it. I let it search the internet with no
answers. I tried using Wordpad to open it and got a
bunch of boxes. I used Word to open it and got a bunch
of boxes with occasional letters, page breaks, and column
breaks. It is 249 KB. I have deleted it several times
and then emptied my trash. But it keeps coming back.
