128 bit secure connection

hello, on my other pc which is running on '98 with a
version 6 of ie (not sure how old) i seem to have "lost"
the secure encryption facility ie. the 128 bit secure
connection for using secure web sites. i just keep
getting the "page not availible" bog standard. ive trid
resting in options security etc but to no avail can
anyone help? cheers.
