password

I have a problem,I set up a password for my pc, but when
you turn on the pc and come to the passward screen you can
enter a password, but you can also just hit cancel and
windows will start without entering a password. I would
like to know if anyone knows how i can change this so a
password is required to start windows. Please HELP!!!!
