Unwanted Popups via Message Server

I am using Windows XP Home on an HP. I have done
everything that HP and AOL says to do to eliminate popup
ads that come while I am using my computer on line.

One popups from DestroyAds.com still keeps coming in.
They state that Microsoft has built into Windows, Xp,
2000 and NT a feature that allows these popups.

They are of course selling a program to stop this "leaky
port".

It seems Microsoft should have a package to do this. Can
any one help the popups are annoying. thanks.
