OK well if anyone ever does a search on this and comes across it I'd like to say what has happened. This VBRun Error in my Application Log in Event Viewer was occurring about once a day. The set. And during this time I realized there was something wrong with my IIS 5. I have FrontPage 2000 Server Extensions installed. I checked the extensions, reset the web, and checked the extensions again. That seemed to help the IIS problem I had and this VBRuntime error did not occur upon reboot. Time will tell if this is permanent but so far it looks good. I have never seen these errors before. Never had a VBRuntime error in Event viewer.
