.pst files blocked by Outlook

I'm confounded. I am getting a Level 1 attachment block
on a calendar.pst file that I sent to myself! I don't see
that .pst is a file type that should be blocked at all.
     Any ideas on a)why it is blocking this file type, and
b) how I can unblock?
