If this is really the BIOS / CMOS password, then it's not really a Windows
or Microsoft thing. Opening the case and removing the round CMOS battery
for a few second would blank out the CMOS passwords and all other CMOS
settings.
If that doesn't sound attractive, search the web site for your PC
manufacturer for instructions. [The procedure is actually related to your
motherboard manufacturer and/or the BIOS manufacturer, but it's easiest to
find the instructions usually on the web site for your PC manufacturer.]
