critical flaw in Microsoft windows (seattle PI 3/20/03)

Seattle PI had an article mentioning that Microsoft
Windows has a "critical flaw" that could let hackers seize
control of pc.....it listed website
www.microsoft.com/security. I went there,but could not
determine how to protect my pc. I have Window M/E
Mellenium edition.

same article mentioned to avoid getting flooded by junk
mail to get a patch at
microsoft.com/technet/security/bulletin/ms03-009.asp.

I need help how to do these things.
