Well, I too was beginning to think this was related to a
windows update, but when I right-click on the file and
look at properties then Signature, it tells me that it's
from a company called

Inet-Traffic Inc.

Their web site is: http://www.inet-traffic.com

I've sent email to their support people requesting more
information, but from an initial review, it looks like
this is some piece of software that is tracking my
internet usage. It appears to be triggered as soon as I
connect to the internet (via dial-up, mind you).

I've renamed the file and will re-boot to see if its
absence interferes with my operating system. But I kinda
doubt it.
