enable cookies

When I try to sign on to NetPassport, I get error message
that my browser (ie5.5) will not allow cookies. I've gone
into Tools, Internet Options, and Security, to reset
to "Enable Cookies"; then I restart my computer. Yet, I
still get the same error message, that my browser settings
don't allow cookies. Help me please.
