I need explain ICF

Could someone tell me, how this firewall works? This
firewall sometimes make temporary rules for some
appliaction like is the Windows Messenger. After kill
this process rules dissapear.

And what about games? Do ICF this rules too? I think so
no, becouse if I wont make a server, everybody can't join
to me. (Or do you know which games support this feature?)
