cannot enter secure site

I have NT 4.0 workstation, SP6a. I get "This page cannot
be displayed." whenever I try to access the login page of
a secure site. The event log shows problems
with 'crypt32.dll' and 'cryptdlg.dll'. When I try to
repair IE 5.5, the repair quits because cryptdlg.dll is
irreparable. How do I reload these libraries? Is this
the fix to accesing secure sites?
  There is a similar problem with a Windows XP: dated
