There are other posts here about how to harden a "kiosk" machine. Briefly,
you would use Group Policy [e.g. gpedit.msc] and you might also try changing
the windows shell from explorer.exe to something else, like maybe the foto
booth program, and see if that makes the computer any more secure. You
could also try right-clicking on the icon files in the \documents and
settings\ folder to change the NTFS permissions on them.
If this is foto booth software is a solution specifically to create a kiosk
machine, I would hope the manufacturer would have recommendations and
instructions for how to secure it in that way.
This would remove the icons, but there's probably much more you'd want to do
to try to secure the machine from other types of monkeying, such as
rebooting and using a boot floppy or CD or the F8 key to change the boot up
procedure, cracking open the case, etc. Some general security items that
may or may not apply to you are at:

Hi
I have a problem, we have public fotobooth´s running Win
2000 pro, with touch screen interface.
The problem I have is when the foto booth program goes
down, the public get access to the desktop and all
standard icons, taskbar...and so on, on the computer and
they can do a lot of harm.
Are there any easy way to disable the desktop icons so
there are only a blank (blue) screen? if the program goes
down.
I have tryed to shot down the "explorer.exe" in the
registry, and that works, but I have more than one
program who has to start at startup, and I can not get
that to work.
I have also tryed to launch the program before the shell
(artikel 142905 in the Knowledge base) with the same
problem with more than one program to start.
