Unable to Start Win XP Pro

Hello, I went to install two 256mb ddr ram sticks in my
pc that allready has 512bm (up to 3gb can be installed)
started the pc, it went past the boot screen, then the
starting windows xp screen, but just before the logon
screen appears, I hear a loud single beep & an error pops
up stating: "Isass.exe system error Security Accounts mgr
initialization failed because of the following error. The
handle is invalid. Error status: 0xc0000008. Please click
ok to shut down & reboot in Safe Mode, check the Event
Log for more detailed information"
When i try to restart in Safe Mode, the same thing
happens again, so I am unable to check the log, as I
can't even get into Safe Mode.
Any way to correct this, I have removed the two stick of
ddr ram, but still get same error msg.
